To my understanding, if I wanted to legally make a suppressor for personal use (absolutely not for sale) I would need to fill out an ATF Form 1 and pay the tax, correct? On this form it asks for technical drawings. Is it asking for just the outside dimensions or is it asking for complete documentation of all parts? (It would be nice to have to list only the outside dimensions so I could fiddle around with the internals to get the best attenuation without paying $200 again.) Are there any other forms I would need to fill out?
Also, I live in MS and in my understanding of state law I must register a suppressor with the state government. I found this out a while back when doing some research but now I can't find anything to do with it now. Can someone enlighten me on this topic?

I am convinced that I could get away with manufacturing an unregistered suppressor from metal. The problem I have is that my neighbors are epic faggots.

Me too, I plan on not heading to the the local electricity companies with my Mossberg 500 and killing everyone who works there, and using my flash powder bombs to blow the equipment up so that no one has any connection outside of the community. Then I do not plan on, with my water, ration and of course the gasoline stockpiles, such as the 3,000 gallons I have in my grandfathers old propane tank, to control the community.

Complete documentation of all internals, but you can modify suppressor design by filling out a new form, and then doing a "repair" on your old one, I believe.
You need to fill out the Form 1 and the Form 3(?).

Also it destroys accuracy, past about 10m it's pretty useless. And a 600ml filled with cotton wool or w/e works just as well with a .22 and still allows you to use the optics on std height mounts (Just).

Application for tax-exempt transfer of firearm? I transfer it to myself and the design changes along the way? What about the verification of citizenship form before any of this? (Isn't it Form 4432 or something?)
Seems like a lot of work to change the configuration. Maybe I will need to consult some computational analyses before committing to a design...

Wow, you must be a Really Really shit shot not to notice it. WTF do you think is going to happen when a projectile forces it's way through, lets say, 8" of cotton wool and maybe 1mm or so of plastic (Keeping it perfectly alined isn't really possible)?
It doesn't take a fucking ballistics expert to work it out, and it just shows me that you've never tried it, so how about a big mug of STFU?

You aren't supposed to just stuff it with cotton, that's retarded, what you do is shove a paper-towel roll in there with holes punched through it, for the gas the escape through and in to the cotton/steel wool/whatever, which has been lined around the bottle and held in place securely by the paper towel roll. Thus accuracy isn't affected in the slightest.

I actually think I was wrong, looking back. You might not need to fill out anything other than a form 1. I always err on the side of caution and prepare to fill out every form I can think of.
If you ask someone for legal clarification whose word is binding (ie they tell you something and as long as it's in writing addressed to you, even if it is less stringent than the interpretation normally allows, it is considered special permission for you) on the matter, make sure they have the phrase "Chief, Firearms Technology Branch" after their name in the signature.

I'm sorry to bust your bubble there a bit, but a paper towel roll tends to burn or burst on the first shot, not to mention that it doesn't reduce sound that much because it is too loose on the bullet.
A roll of aluminum screen mesh that is close to the diameter of the bullet (say 15mm to a 9mm bullet) will work better.
Either way the plastic barrier still tends to affect accuracy significantly, as it tends to strip pieces off the bullet jacket, imparting instability to it. But that can be solved by pre-drilling the hole.
In all, I don't much recomment the pop bottle idea, and would much rather go with a PVC body suppressor, which tends to keep alignment better, another crucial factor in keeping accuracy.

you might need a license to make the surpressor, you need to go through all you said, and you need to check state laws. In NY where I live surpressors are illegal so I couldn't get legally regardless, there are few states where surpressors are legal, I'd check with the NRA or with wikipedia.

Right. I know in Mississippi I CAN own one, but it was some time ago when I read the actual state law and I think it said I had to have it registered with the state and my local CLEO. (Unless I'm confusing that last part with a CCP and other NFA stuff) That's why I asked here because I can't for the life of me find information on it again.
