The failure of a South African school to respond to an alleged gang-rape of a pupil on school grounds has angered rights groups and ministers.
The alleged attack, during school hours last Thursday, was reportedly filmed by three teenage boys on their phones.
The Commission for Gender Equality said the school was more worried about upsetting the boys during exams than the rights of the alleged victim.
Earlier, the children's minister said she was shocked by the inaction.
"The Children's Act requires all people in positions of authority who suspect that child abuse may be taking place to report such incidents, and this includes teachers," the South African Press Association quotes Lulu Xingwana, minister for women, children and persons with disabilities, as saying.
South Africa has one of the highest incidences of rape in the world.
The alleged attack happened in a school east of Johannesburg on Thursday. The school girl was allegedly drugged with a spiked drink before the rape.
The failure of the school authorities to respond to the allegations was widely reported in the media and has sparked outrage.
"The three boys were not arrested as they alleged that they did not want to traumatise the school during the exams," CGE spokesman Javu Baloyi said in a statement.
He said the clip of the rape was shown to teachers, who reportedly found it "hilarious".
The local education authority has said the school could not comment while investigations into the incident were continuing.
Collins Chabane, a minister in the presidency, urged the police to treat the case as a priority.
"The sexual and physical abuse of young people, and in particular children, should not be tolerated in our society, let alone in our schools," Mr Chabane said in a statement.

The sad thing is this could have been a white victim, seeing how there are still many whites in South Africa and they're being forcibly integrated (primarily due to pressure from whites in Europe and North America). That would possibly explain why the Negro teachers aren't upset, although they find raping their own funny too.

But really though this is just sad, I don't even know how to react to something like this. After a while I just feel numb to all of this, not that I don't care but really it's more a sense of hopelessness. Things like this happen everyday across the world and there's nothing I can really do about it. I can feel outraged about this act of injustice but why should I waste my emotions on something like this? It happens everyday across the world, sometimes it gets reported sometimes not. So should I feel angry and sad when it actually does make its way to the media?

unfortunately I feel it's going to be the actions of the less evolved that are going to call for a global ethical police force which thoroughly enforces such ethics. It's stories like this that make you think you can't stand idly by and let injustices happen in the world. This story is just plain fucking disgusting and sickening. These people aren't human. They are animals and monsters.
This isn't about skin colour or race. It's fucking principle. This is wrong and things like this are going to make others want to do everything in their power to correct it, and it will be done on a righteous protocol.

You know South Africa really reminds me of a modern day Gotham city. It would be an ideal place for a vigilante or a group of them to operate. Police inaction against criminals would also mean police inaction against vigilantes

However it is still legally rape in south africa as the girl is 15, where the age of consent is 16, so the boys will be charged with statutory rape instead.
