The rules seem to suggest you aren't allowed to another members PI, nothing about outside individuals. IMO, that should be changed- but at the moment, it doesn't that.
Anyway, if you have their name and general area- it's fucking easy. Obviously, you'll need a US equivalent, but for a UK person:

Almost certainly not been removed from phonebook, so you'll find the address there. If it gives several addresses for the surname, work out which are most likely to be their home (think where they went to school or something), use a phonebox then ring up the house and ask "Hi, Is X there please?". It's very unlikely there is two people with the same first AND last name.
Once you have that, put the address into google maps and you can go street view too, so from just a surname and some miscellaneous info you've now got pictures of their house.

Here is the site policy on personal info: http://www.zoklet.net/bbs/faq.php?faq=infractions#faq_personal_info
It clearly states not to post ANY PI, NOT just PI of members.
Personal Information
Personal Info Violation 10 points, 14 Day
Personal Information consists of (but is not limited to) first names, last names, IP addresses, pictures, email addresses, street addresses, Social Security Numbers (or other government ID numbers), exact GPS coordinates, credit card or bank numbers, etc. You can get in trouble for posting, distributing, or otherwise invading a person's privacy with this information. Keep in mind that some acts, such as asking others to send you such info on other users or attempting to blackmail a user with their own info, will also get you in trouble. In is strongly advised that you simply avoid getting involved with other users' IRL information, as it can get you into a lot of trouble.
Posting your own personal information is highly unadvised! You may choose to share some of your own minor information (such as first name, general location) if you like, but once you have made public it will always be public - people will not be infracted for reposting it. Nobody is allowed to post full information (such as addresses and phone numbers) - regardless of whether it is their own.

It doesn't specifically state the no PI rule pertains only to members.

You're right. But that's not the same as clearly stating to post no PI.
It does however, imply the PI rule only applies to members when it goes into detail about things.

Yeah, so edit the rules to make that clear.
The current rules, in my mind, allow it.
That's not the reason to edit it anyway. Fuck the legal ramifications, it's immoral and hurts innocents in all likelihood.

wow guys, you're missing the whole point. Once this forum is used to start sharing PI, the moment the feds have a reason to shut this place down. I really think that the admins don't want to have legal problems so it's best we don't anything stupid.
The Feds don't want to shut this place down. They want it to stay up so they have a place to refer to for comic relief.

It's no PI whatsoever. It's easy to say "This is my PI" and actually post someone elses.
You could try adding the person to facebook; there's a surprising amount of addresses on there.
