Hey, if they were looking for the law and order vote it'd make sense.

Fund Zoklet to enable criminals too dumb to do shit themselves.. then there's a need for police. And the police turn a profit with apprehensions. Normal law abiding citizens tend to prefer a decent authoritative presence. And they prefer gov't money to be generated any other way besides taxes.

It scrubs the genetic pool faster too because it gets all these dumbasses in jail before they can make too many babies.
