I made some napalm today and i used it on a mobile cctv unit "which was battery operated" it had what looked like several 9 volt batteries.

I placed the napalm on the outer case and lite it and run for the hills.
i never thought to myself that the case would get so hot that the batteries would get so hot that they exploded

the force was so powerful that it ripped open the case blew the locks right off of it and it scattered the parts of the cctv unit all over the place.

fuck i had never seen anything like it. napalm + plastic case + batteries = big bang.

Would that have hurt anyone that was walking by when it went off ?
i never would want anyone to get hurt and luckily no one was as it was a quiet country location late at night.

Maybe you should stand by it and see what happens?

What kind of betteries? Alkaline won't do shit. A buddy once chucked a handfull of AA's into a blast furnace, and aside from toxic fumes, they did about fuck all. Nickel Hydride batteries will do the most, with lithium somewhere in the middle.

Alkaline cells typically have safety vents to prevent them from exploding when heated. 9V batteries don't seem to have any kind of safety mechanism on the outer casing, as I've had them overheat and burst non-spectacularly.

It's not out of the question for an explosion to occur, but the damage described by the OP seems unlikely.

Will show photos of the damage later on

I've heard stories about batteries spraying unpleasant things all over anyone near by when heated. I suggest you don't try it again.

From what you tell, I'd say yes, that could have hurt someone.
