All I ever ask for is an anime movie or series that will scare the crap out of me and Perfect Blue is the only one I've seen that has even come close. Paranioa Agent also deserves honorable mention in this regard, but it was more of a mindfuck than suspenseful.

I'm always disappointed by what most people call "horror/suspense anime". :(

Neon Genesis Evangelion is exactly what you're after. It's the only anime I've seen that really falls under the category 'psychological' and I study psychology.
