I haven't watched the video (mostly because I'm down in my basement where my mom is also working... and I have the feeling there will be a decent amount of language).

However, I only use the word when singing along to songs or when having an open discussion about the word itself.

You can say it whenever you want, just exercise common sense.
1. Don't say it around large groups of blacks, you will get jumped and they most likely do no time. In fact, avoid large groups of niggers altogether. Trust me on this one. Their outspoken racism and violent behavior towards whites grows with the number of people in their group. You may survive being involved a few with such groups, but eventually you're going to get jumped. It's only a matter of when. Niggers are only 2/3 of a regular human.

2. Don't say it while stomping out a nigger, it's considered a hate crime for white people to use racial slurs while influenced by anger and fighting a minority. Even if the fight started because the nigger stole your bike or raped your 12 year old sister or something, if you say nigger while punking his ass, you will go down for a hate crime.

3. Don't say it to niggers in general, for that matter. Recently 3 kids, in 2 separate incidents, were arrested for saying "black people leave the store" over a stores intercom. This is somehow a hate crime. Now imagine if you say it to a nigger, he attacks you, you beat his ass. Chances are you're going to be charged with inciting racial violence or hurting a protected citizens feelings or some shit.

Whites are not protected by the law, minorities are. A group of teenage white girls were beaten jumped and beaten by teenage niggers. While in the process of beating them they yelled racial slurs at the whites.
While in court the attorney defending the niggers made the the statement that "hate crime" laws were not intended to be used this way...whatever that means.
Apparently the judge agreed and the niggers received no hate crime charge and minimal jail time for their racially provoked assault and battery that is, by court decision, not a hate crime because the victims were white.

I rarely use the word nigga. I use the word nigger when I'm talking about black trash, or someone who is acing like black trash. You try to intimidate me over some petty cash? Let's fight, NIGGER.

I don't think I'd ever call a normal black person nigger, because then it would seem like I have a preexisting disrespect for them based on their race alone. I'd call them a bitch or something. I, a black dude, am saying this on behalf of pretty much every black person in America.

Anyone can say it whenever they want and no one will really care. Everyone is capable of discerning between the situations in which someone is trying to be offensive, and the situations in which it isn't meant to be offensive.

If someone is saying it and meaning to be offensive, like actually saying hateful shit, well then they come off as hateful idiots and everyone (Black, White, or Yellow) will collectively ostracize the hateful person for being a hateful person.
