Hypothetically speaking, kidnapping large number of tourists in Florida

Ok, so I was watching Locked Up Abroad earlier, the episode where Abu Sayyaff kidnap like 15 people in the Philippines, and it got me thinking. Could this be pulled off in a more "expensive" area, like Florida? I thought about it and this is what I came up with.

Get a large number of heavily armed men (15-20), arrive on 2-3 boats, find a good and rich beachside neighberhood in southern Florida and raid it, kidnapping EVERYONE in EVERY house. Say you get 30 people. Load them on the boats and take them to an island south of Florida. Then, declare it. "Unless you send us 2 unarmed men to this island on a boat with $50m, we will decapitate each one of the hostages", straight up. Also say, "If we see any cops at all or hear they're trying to intervene, we will also kill all f the hostages." I think the Florida gov't would rather pay anything than have its tourist industry ruined, because a massacre of Florida tourists would definitely damage Florida a lot.

Has something like this ever done before? What do you think?

OP - I think you can pull this off with enough planning. I was "hypothetically" discussing a somewhat slightly similar scenario and my initial planning had a dozen major flaws, but with some of the really insightful inputs which I've had from fellow members, I don't see why it can't work with correct preparation. Your hypothetical situation won't be the first one of it's kind and definitely won't be the last either. All those people who're knocking your idea without any constructive criticism are just plain morons who:

1. Can't stomach the idea of such a thing 'cos their brains can't even cope with the pressure.
