As far as permanently removing actual posts, yeah. Mods can delete it so only they and admins can see it, regular users... can sometimes delete their threads, or they can just edit out their posts, deleting their accounts from the user options just prevents you from logging in again. But the admins can re-activate the accounts. It doesn't delete posts or threads.

It'll delete all your posts or edit them out if it can't. Run it through a proxy and the IP's logged for that post will be changed to that.
