iirc, when you buy powders in stores they will take your ID and put your name on a database. Sort of like how they regulate sudafed sales, except I don't think there's a limit on how much you can buy of powder.

Ammos are loaded with gunpowders. just buy alot of ammo and take them apart with pliers and get the gunpowder inside.

if I was to write a story id proberly find a chemical supplier in china and have it shipped over inside batteries or flour bags :eek: but im not sure since im not writing a story on it but if i were id know that you can get any chemical from china by the barrel load so my character would approacch that angle
