By "these" I mean http://www.f1-info.cz/f1kresby/tecnovs1.jpg
In either 4x4.5 or 5x4.5.
Preferably a 15 or 16 inch wheel, and no narrower then 9 inches.

I'm guessing they're a special order.

They look like old Ford RS alloys, only bigger

Well I asked on wheelwhores - nobody makes them in those sizes. The Ford RS alloys are the same style but unless your car is 4x108 fitment with RWD offset, and you're happy with 14 inchers that are 5.5 inches wide, you'll have to have them made specially.
What car are they for?

Need for Speed have good selection of wheel styles...stupid but true.
maybe you'll find something like those in there.

Don't know the PCD or size, but IIRC they are just a bigger version than the classic Ford ones I posted.

Frink, those look pretty damn close. Maybe if I milled out the center of the spokes. Image Wheels of the U.K also makes a couple cast 4 spokes that seem to be inspired by the RS-style wheels. They also have an almost exact version of that wheel in billet, but it is limited to 500kg cars.
Hood Ornament: They'll be going onto a '77 Datsun Z. The Gotti's are damn nice, but a bit short. Definitely wide enough.
At any rate, they'll be the last thing I buy for the car.

Yeah, I am totally stupid. I mean, how could I not have seen he meant the alloy wheels.

^^ anytime anyone mentions wheels, they mean the metal things that the rubber tire attaches to. "wheel" never refers to the rubber.

Turns out the artist got the wheels wrong. His license, I suppose. Hard to show those subtle shapes.
While they look like an Enkei CPS2 in the picture, the spokes are closer to a Simmons B45 (except the part where there is 5 on the Simmons and four on this no doubt limited edition wheel)
Googled around a bit, and found the following pictures:
