Okay, hypothetically speaking. If one were to acquire a computer illegally, format the hard drive, install a new OS and run it off their cable modem.
Could the person be traced to having posession of the computer by contacting the manufacturer of the computer and tracing the I.P.?
Any questions or answers would be greatly appreciated.

Hypothetically speaking, that's not what an IP address is for.
Hypothetically speaking, a computer does not have its very own unique unchangeable IP address no matter where it is and what it's doing, and were one to do those things listed, one would be safe from discovery unless one has stolen a Lo-Jacked computer or something.

Can't be done, but remember that the network interfaces have a Media Access Control (MAC) address, which usually can only be changed at the software level. This is not broadcast over the internet, though, only over the LOCAL Area Network (LAN.)
Hypothetically, I would first run a scan of the hard drive for deleted files, and I would then look through the files for anything of value.
