would anybody know how to construct a magnetic strip reader, or even buy a crappy wired one and convert it to run on batteries?

Why not just buy a hand-held reader, I'm pretty sure those exist.

You'll want to make one able to run on batteries, maybe hold a microcam.
You COULD grab a 200 dollar reader (along with that msr thing and a mini cam) all for about 500-600.
But the thing is, their produced so big and ugly in order to avoid what you're trying to do.

I'm in the same boat, need to find a way to make one for cheap.

Make a smaller case for the big ugly ones.

Other than that, good luck making it all work if you DIY one from scratch.

yeah $600 is not an option really. As for big ugly ones.. the mini123ex is the size of a coin.
Take the casing off that, and using a resin and clay kit the skimmer will be tiny even by a skimmers standards.
I just need to get a cheap one and mod it, or steal one from somewhere.
