There is a text file on Totse, that may be expired, but still is of use. You'll have to look for it, I believe it goes by "How to become an assassin".

Cover and conceal, act like you belong there, show no emotion, take acting classes, get your target to trust you. Or take a sharpshooters class and do your research on your targets patterns and hang outs or regular stops.
