Anyone had success with a VCC for verifying paypal?

I'd like to do a series of zine style articles on indispensable tools for modern bad guys. (high tech, low tech, software, mental techniques, con systems, and others) A verified and anonymous paypal account is very high on the list for circumventing certain security measures and making life much, much easier and safer.

This is one thing that I haven't done, but would definitely like to do.

If you have, or you know someone who has and can provide legitimate details and intel, it would be greatly appreciated.
