Vaseline would burn considering it is "100% petrol jelly" why doesnt it?

It does. It is often used to start campfires when smeared on cotton balls.
Try it on your balls.

I have vaseline and cotton balls in my survival kit with matches..
Hasn't been a life saver yet but I got some nice bonfires started with that and dry wood..

Several years ago I used Vaseline as part of a Napalm Substitute. That's one potential use for it. :)
