Is my friend fucked?

Last night a friend of mine and some other dude decided to go paint some graffiti. They decided for a building close to a busy road. One car saw them, and came around the block. My friend freaked and ran around the block to his car and took off, the people that saw are right behind in another car. My friend loses them, and drops the other guy off at his house. The other guy knows he is caught by his parents cause his dad called him earlier on the phone. And then on my friend's way home, he sees two cop cars pulled up next to the graffiti he just did.
If those people got my friends license plate, are they gonna make a big deal about finding him and charging him? What should he do if that indeed does happen?

I don't know about elswhere, but where I am in washington, unless they catch you with the same color paint, or if the people who saw you saw your faces and are willing to testify, its almost impossible for them to prosecute succesfully.
