I'm looking for a new game to keep me occupied which is similar to Deus Ex or Fallout, where you can do missions in a number of ways or the decisions you make effect your game in the future(Like killing an NPC)
Preferably older, my machine is horrible.

System Shock 2 if you're wanting to stick with older games. Free download at Underdogs if their site is still up. It's one of my favorites from that decade.
Bioshock was a lot like it. Just substitute the underwater habitat for a space station. :p

Crysis
To compare Crysis to Deus Ex is..... ... ..... just GTFO.
System Shock 1/2 come to mind first (and are old-compy friendly). Max Payne was around the same time as DX, not really the same flavor of shooter but it had a good story and a few trippy levels (blood trails anyone?). Half-Life is worth mention, but you've probably already played it. Thief has a similar gameplay style as well.
Deus Ex remains the pinnacle of of PC gaming in my book, most of the games since then are comparable to how hollywood cranks out their crap, and the swath of shitty console ports is making me sick. The HDTP project for DX is worth keeping an eye on, their gunther skin is pretty good and i cant wait to see the rest. Theres even a couple updated renderers around to improve the graphics a bit. DX3 is on the way, hopefully it wont be the gutted version like we saw with DX2.

If you liked Deus Ex you might also enjoy Thief 1 and 2. They're not exactly the same but I'm willing to bet you'll like them.
System Shock 2 is probably the best suggestion you're going to get, SS2 and Deus Ex are very similar. Although I personally found the weapon breaking bullshit in SS2 to be very infuriating, so I never actually got that far in it. Seriously, like every gun you find is good for maybe 2 or 3 shots before it's broken.

Oh shit, I didn't even read that he said Fallout in the thread title, only Deus Ex registered. This is what I get for not sleeping.
Yeah, Planescape: Torment and the Baldur's Gate games should be right up your alley if you like Fallout.
Especially Planescape: Torment.

Especially Planescape: Torment.
Torment is more story-driven than BG. I think BG is sometimes just a book of excuses for engaging in hack 'n slash. Not that I don't love it to death, but I never found it as immersive as Fallout.
I can't say I've ever played Deus Ex. What's the story like? Is it more along the lines of Max Payne or Halo?

I had my concerns in the beginning, but it gets a lot better as you keep playing it.
Edit: OP, check out Hitman / Hitman 2 if you haven't. Hitman 2 gives you several ways of completing your missions.

I got over the crappy AI in BG2. ("Yes, let's all just remain standing in the effect radius of a damaging spell, and not even look to see who cast it in the first place.") I even got over the 2d-isometrism and butt-ugly helmet animations.
Doom 3 is beautiful, and yet somehow still sucks. Go figure.

To this day BG2 has some of my favourite artwork in a game. The temple in Trademeet and the Harper Stronghold for example. Isometric games will always have a special place in my heart.

Oh I don't disagree. Isometric artwork has gotten to the point where it can be very refined and delicate and beautiful, and is often exactly that. The Trademeet temple is just perfect in every way. And some of those dragon avatars are amazing the first few times you see them.
But those paperdolls are awful.

i would disagree with morrowind as a game similar to DX. morrowind seemed to be much more open, but problems are solved through combat, and rarely, stealth and usually through one path.
of course the customisability is there

comparing deus ex to morrowind is like comparing apples to oranges, but in terms of open ended gameply they are in the same ball park, to a certain degree. i'd say there are more ways to do things in morrowind than in deus ex, in deus ex you can either blast through a door and kill everyone or sneak through the vents and tranq everyone, thats about the only choice you get in terms of how you approach missions. the story was alot more interesting than morrowinds but either way you couldn't really change it
(SPOILERS)
eg no matter what you do, you still have to join the NSF and ultimately it doesn't matter whether your brother lives or whether he dies, and it also doesn't matter whether or not you kill gunther, navarre, manderlay etc.
(SPOILERS OVER)
in morrowind you can play the game in a variety of different ways, archer, swordsman, magician, you could hunt for loot in caves, you could just explore shit and help the little guys out, or you could join guilds, you could even do the main quest if you wanted! and you could kill anyone, even characters essential to the plot/sub-plot. i'm not saying they're similar games i just think it's alot more open ended than deus ex and the OP might want to look into it. that all said deus ex is easily one of my favourite games.

I don't really think freeroaming is basically what he wants. You can freeroam in GTA but I wouldn't recommend that to someone asking for games like Deus Ex and Fallout. Honestly, I find Morrowind boring as hell, and don't think it comes anywhere near Deus Ex or Fallout.
Also, Morrowind was actually notorious for being heavily unoptimized and needing a beefy system to run when it initially came out. I don't know what kind of computer this guy has, but if how old the games he's playing are any indication then Morrowind may be a little out of his league.

Okay, allow me to rephrase, freeroaming with RPG elements and non-linear gameplay (Which I guess is basically part of Freeroaming, but it deserves a mention)
Fallout was turnbased. That's got to be the MOST boring type of game. I'm not exactly sure why you thought Morrowind was boring, but I am sure it's dumb.

Except one of the games he mentioned was Deus Ex, which is neither freeroaming or non-linear. You progress from level to level, and you don't get a choice where you go next.

Why did I think Morrowind was boring? I didn't play it long, but all I remember was a drab looking world covered in fog, a shit ton of text to read, a whole lot of walking, and some mind-numbing combat.

Something I found funny, was in my short time with Morrowind I didn't come across any voice acting. Even the original Fallout had voice acting for the more important characters you meet along the way.
My exposure to Morrowind was not limited to that beginning area either, I watched someone play it on numerous occasions at different stages of the game and it still looking boring as fuck to me. You can claim that despite all that I should have kept playing it anyway, but I'm just not going to sit through shitty combat, mountains of text, and an drab, fog-filled world for hours to get to what you perceive to be the good parts.

It's good, but it's not THAT good.
The story is pretty cool so far, but the gameplay?
There are pretty much two ways to play it: stealth or brute force.
Now, it's not a very good stealth game. They don't really look for you after you've set off the alarm, and the alarm gets switched off pretty quickly. The game doesn't care how many times you get discovered.
It's not a very good shooter either; there are not many enemies around, and they are not too smart - just deadly.
The rest of the game is pretty much walking around, using lockpicks/cracking/hacking (you can go looking for clues, but you don't really need to - and it gets repetitive after a while as well). You can upgrade your skills, but that doesn't make too much difference - e.g. you can hack almost any system right from the beginning.
Don't get me wrong - I like the game, and there's lots of good and great stuff about it. But saying that it's the best game ever created? I'm not convinced.

Okay i'll give you that the gameplay is so-so (I will say that it is pretty open ended for a game of it's time), But your underselling the story line. It's complex and rich in substance, It's relevent! Unlike 99% of other games, It's applicable (at least in part) to whats going on in the world!

it definitely isn't for everyone. maybe give oblivion a try? it's a more polished version of morrowind and touches up on pretty much everything you said you disliked about morrowind. there's great voice acting (there was voice acting in morrowind too btw, but theres alot more in oblivion), good combat and beautiful locales that are not drowned in fog. there's also not much required reading at all. but at the end of the day i really don't care whether or not you enjoy elder scrolls games, but i think oblivion is definitely worth checking out.

Oblivion is also a lot worse than Morrowind in a lot of ways. It has no atmosphere and just feels like a washed out, generic fantasy world. There's no reason to explore (unlike Morrowind where it felt "exciting" to discover a new area) because you can just fast travel straight to a map marker. The quests are all *really* boring - go here and kill X or find X and bring it back and once you've done 1/2 Oblivion gates they really get old - then you realise there's like 8 more to do... *yawn*.
Fallout 3 is a lot better and has more of that feeling from Morrowind that exploring is fun... maybe OP would enjoy FO3 but it wouldn't run on those specs.
Edit: Also... the voice acting in Oblivion is awful - way too slow. I would much rather read it, and have no problem doing so, than sit through they shitty voice acting they used.

there were flaws with morrowind and oblivion but i thoroughly enjoyed them both. i also disliked the fast travel, but at the same time it was similar to the silt striders in morrowind, no one likes to spend an hour running back and forth between different areas. exploring was alot more exciting in morrowind (except those stupid bat things got annoying), but no atmosphere? cmon, the various caves and ruins etc oozed atmosphere, that being said oblivion got boring alot quicker than morrowind did, the oblivion gates were exciting the first time but not the 20th. i thought the side quests were fun.. but maybe that's just me. anyway lets not turn this thread into a morrowind vs oblivion debate, both are good games in their own right. maybe the OP might enjoy them.

I didn't much care for Oblivion either. The only decent quests were The Dark Brotherhood ones, nothing else really tickled my fancy. I tried to keep playing it after that, but once I realized all the "omg awesome random dungeons" were basically all the same and that the main storyline sucked ass, I was done.
I did enjoy exploring the world though. In fact, I never used fast travel because I just enjoyed walking around and looking at the scenery. But eventually that lost it's appeal, and there wasn't much else to keep me interested.
