Not really as gaming is still more 'underground' an easier to do, even with non Japanese-based groups (Angry Birds is an example I see). The creators likely didnt just as much work into the game as ZUN did with Touhou....but in their case, it was several people doing the games as opposed to one guy so the work per person was lesser. And see the popularity. And stuff like Galcon, and see Steam's "indie games" as much as im not a fan of Steam.
I do agree with how a lot of anime is done by smaller studios for cheaper than what is done with US animation on average - less meddling and whatnot. But OTOH the bad side of that is overreliance on DVD sales and a smaller origin point (e.g. its not shown on major tv channels as much; so the knowledge spreads by the fans themselves.). That can be good AND bad.
