When you read something it gets voiced by your larynx whether you like it or not. When you see the word FISH your eyes see it, it gets voiced by the larynx, then it goes to the brain and you understand that it means the swimming thing with gills.
When you read words like "at", "the", "or", and "a", it goes straight from the eye to the brain.
What he proposes is to bypass the larynx, read through a piece of text while saying aloud "A-E-I-O-U" or "1 2 3 4 5" again and again. This makes the larynx separate from the process, and while you won't have the comprehension while you do this exercise, once you stop doing it and start reading you should notice an increase.
I don't know how much of that is true, it seems to be working for people though. That's more or less what he says.
