Okay,

So what exactly is the proper way to handle a hook up, for example...

I met girl A at a party and we seemed to hit it off ended up taking her home that evening ( got a blowjob and finger blasted her) and we actually hung out till 2:00pm the next day.. I don't see myself dating this girl or any girl for that matter, but she clearly was digging me.

What are guys supposed to do after a hook up? I don't want to seem like an asshole by not talking to her ever again but I know if I initiate contact again she will def want to hang out / probably fuck.

(I don't want to have sex with her because, I am sort of talking to an ex-girlfriend whom I guess would be considered a "fuck buddy" / good friend. and even though we are no longer "dating" we did make an honest agreement to promise to tell each other if we ever have sex with someone else and that would essentially break off the "fuck buddy" arrangement we have currently)

I don't want to lead her on, and I dont want to come off as a jerk by hooking up and then never speaking to her again, I can see why women get pissed when guys do this because they feel slutty / used.

And I personally wouldn't want someone to do that to me so how can i go about neutralizing the situation without coming off as a prick?

Yea I thought about it but, even still I'm the type of person who always tells the truth... I don't know its just something about me I really believe in karma and lying is just something I prefer not to do

If you want to try and bring about a change then you gotta make it happen. You could tell your ex that you want more than to be just fuck buddies. If she accepts, then you can stay with her, and if not then you can just go for the other girl. Just make sure the other girl is the right material first.

Thanks zanick but, no my ex and I mutually agree we cannot date because it's never worked in the past we can get along really well for short periods of time and we always have great sex thats pretty much it

This is the first thing that struck me, too. Getting dome(head) and fingering a chick is sexual contact. Protip: an "exclusive fuck buddy" is a girlfriend who doesn't need to stay faithful herself.

Hook-up protocol... well, for a one-night stand, I always used the approach of waking up hungover or still drunk, pretending I'd call her and getting her out of my house/getting out of her house as quickly as possible. Then again, I never was much good at handling mornings, and this is far from optimal because you invariably bump into the girls at some unwanted and awkward point in the future. It's been a while since I've had to deal with that, mind.

For a short-term fling, to keep it a short-term fling, it's actually goddamn hard to keep it like that. The dilemma is, you want to keep fucking somebody on a regular basis, but you don't want to get into any kind of relationship, even a casual one. Meanwhile, every time you fuck, somebody's getting more and more attached to you. At some point, you just have to tell your dick "no!" and your head "...fine, you fucker, you're right" and break it off.
