Evil seller refunded money, what 2 do on ebay to get back?

Alright i know this is the BI forum but since we all have a little experience with being ripped off, i ran into a little predicament that this community might be able to help me on. I won an auction that sells for about 200$ on ebay and won it for $30 (<- i know right?). Literally the second after i won and paid in full the seller refunded the item back and said its all of a sudden damaged nevermind im not selling. BULLSHIT. On ebay isnt it a contract to still sell the item? Where do i report this and is there a way to take legal action? If not what is the best way to get back at him? Thx community!

No he shouldn't be able to do that. He has to open up a case to try to cancel the transaction and you have to agree to it!! If he says it's broken and it's an item that can't really be "damaged" then say you still would like it anyways. I looked up the info and here is the link:

Ty gus, I saw that page also. I emailed the seller to contact me or i will open a dispute from ebay. I got an auto response stating in the contrat the seller has to go through despite the sell price.
