I don't think that he's using "expanding" as in "just doing everything we're doing now but in greater numbers". He probably means expanding our knowledge and creating new techniques to better understand and use nuclear technology.

That's retarded. Everybody knows that if public opinion and lawmakers would get into line we could e power cheaper and more efficiently w a complete nuclear switchover. Also 30 years in the energy game is a long time.
