how to make computer and network secure and download anonymously

hey guys. right now my computer network is unsecured because i wanted to connect my ps3 and laptop to it but didnt want to make things complicated cause i was a lazy burn out. now im more motivated and want to secure things because i live by a park and my internet seems to get really slow randomly so im thinking someone might be stealing it. could someone tell me how to secure my computer?

for the 2nd part of my post, i would like to know how to download things anonymosly. there is a file on zoklet id like to download but it is recommended to do this "hidden". i know you can use a proxy but all i know about proxies is this info pic i got from 4chan .

i have basic computer knowledge but would like to expand on it. if someone can link me to a forum where i can learn or if someone on here is willing to school me thatd be greatly appreciated.
