I'm pretty sure Transunion still lists full account numbers on their credit reports. That hard drive probably has just about every bit of information needed to either answer or guess the one or two security questions.
With the SSN scan and the birth certificate scan a potential thief would have literally everything one could possibly need to completely assume their identity. One could even request new physical copies of both, to get new IDs, new cards, new bank accounts...
With a bit of digging they may have even saved some passwords on the drive. Get into a few webmail accounts tied to banks and one could update account info or mail themselves a new physical card (to an authorized user) then go in and delete the email notification without them even noticing.
What you describe is pretty much worst-case scenario... not only was the drive not wiped but it
did fall into unscrupulous hands.
Those poor bastards.
