Click on your Windows Orb, type services.msc, find ICS service (internet connection sharing), right click on it and go to properties.

Under the general tab, make sure that it isn't disabled, then under the Dependencies tab, expand all the +'s and take a screenshot for me.

I've seen this issue several times, but i've always had to use different methods for resolving the issue

First use the link above and fix .net framework. A good portion of the time, this issue is caused by damaged .net framework files.

Give that a try and let me know if that takes care of it

Open a command prompt as administrator, and type SFC /scannow

Run that and report back with the results of the scan.

<C:\Windows\system32>SFC /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.

Windows Resource Protection did not find any integrity violations.

C:\Windows\system32>

I honestly am not sure where else to go. There are about a billion different fixes listed when you google search for it, and several articles on Microsofts website detailing the problem.

I picked out several that I though would fix it for sure, or that have worked for me in the past. I say get your google-fu on and start trying fixes.
