That's a common misinterpretation; the being could be very confident and still collapse the wave function.
But seriously, it's a common misconception that consciousness is involved in any way. It probably stems from the use of the word "observer" or "observation", which seems to imply the need for consciousness (because an inanimate object can't observe, right?) to those who don't understand
why an observation would collapse the wave function. The reason is that any sort of observation necessitates an interaction with the system in question - whether bouncing photons around into it, or electrons, or what-have-you. Any interaction, even one caused by a mindless machine or natural causes, will have the same effect - no need for consciousness.
