Everyone's brain is wired in their own unique fashion. A drug will always produce similar effects for somebody, but never in the way like you've described.

Aha, that's where your wrong. Homocidal tedencies are linked to abnormal brain chemistry in the hippocampus, where emotions get processed. If a drug were to severe the relation between emotional areas of the brain and those that regulate acceptable social behavior and the while adding a layer of toxic psychosis one could get something similar to what I'm describing. PCP would be a perfect candiate if it binded irreversibly to the brain. Of course a sufficient dosage would have to be in place but I don't see why it wouldn't be possible. I also can't help but point out the similarities between all PCP induced homocides.
