There is a "heavenly" government house that we can't see because it's on a different plane of reality than we live in. But it's as real as the government house in your own country. It is a court of justice where the rules of the universe are established. And in it are the individuals who make up that parliamentary. Satan was one of these "politicians" in that house of parliament before he was thrown out and down to the Earth. He also had MANY followers of his own in the heavenly government, and he was a well-respected, well-known and well-adorned minister. And just as it is in parliament, members and ministers bring forward bills, votes and accusations for the entire house to discuss and decide upon. It is a legal process. Satan brought forward the accusation there in the house of parliament that mankind should be destroyed because he is defective. God challenged his claim. Satan insisted his case of argument was genuine. God permitted him control of the Earth, for a time, so that he could demonstrate his case, and had him thrown down to the Earth because there was no longer a place found for him in God's heavenly court.
God will not interfere with Satan while he attempts to work out his case and attempt to provide proof that mankind is thankless and Godless. If he did that Satan's claim would need to be judicially declared possible by default, and God never leaves judicial issues hanging... he resolves them case by case, just as we humans would in a court and/or courts of law. And now Satan's primary goal is not to destroy you... no, no... his goal is much more insidious than that. His primary goal is to make you destroy yourself. He provides you everything you need to dig your own grave, and he takes the resources to accomplish this out of the control of the Earth God has granted him temporarily.
He will not win, though, Satan, because his accusation in the High Court of God was false to begin with. All of mankind is not corrupt, as he insists. Jesus and his followers proved that, and so do a great crowd of proven lovers of God today. Soon Satan and his entire empire will be destroyed forever, and then all things from the original purpose will be restored. Death will be no more, neither will pain be anymore, neither will suffering be anymore, for the former things, specifically Satan's hold on the Earth and all the things he brought, will have ended forever. All the faithful dead who have died down through the ages straight back to Cain's brother Able will be restored by God into perfect working condition upon the conclusion of Satan's time limit, as if they had never even died, as well as faithful humans will then live forever on a paradise Earth... completely free from false accusation and judicial conviction - just as was intended before Satan brought his accusation into the High Court of God.
Read the Book of Job (it's a very short book) to understand the exact principles behind the larger scenario which is playing out before our very eyes, and read the account which details how Satan came to be in control of the Earth. In the book of Job, Satan levels the same accusation against one man.
