Anonymously? No, everything has a trace somewhere down the line unless you're daisy chaining rooted machines as a proxy and then there's file size. More protection and security = less performance so bigger transfers are going to be shit.
In general I'd say a VPN, daisy chain multiple VPN's if possible and see if there is a method to use pre-loaded Visa/Mastercard type payments with no real trace.
Tor has more leaks than a hundred year house, I really wouldn't trust it for shit and the feds have already started monitoring it long time ago having set up honeypot exit nodes, plus it isn't meant for large transfers.
Maybe setting up a SFTP/SSH if that's your thing or using HTTPS authentication/encryption. It really depends on what you're trying to do. There is no best method or right method, there is only the harder to track method. Then again depending on the file transfer it might just be easier to use public interfaces and just encrypt the package with a PKI scheme, or even build a encrypted container and send files that way. I doubt any system offers true anonymity even if they claim it, everyone keeps logs because governments will go after you. It's all good and dandy to have principles and morales until you're the one getting threatened. That's when grown men cave to there knees and get sand in there vagina's.

Shortwave radio. You can actually upload and download files through radio reception using computers. Since the data is being transmitted through the air it is completely anonymous. The only way to locate the transmission and demarcation is by triangulation. You could also transmit the data in cipher code to be decoded at the termination point of the signal. Computers are just binary... on off, on off, off on, on off, yes, no, no, yes. Morse code is basically the same principle but has 26 bits. With radio transmissions you can get a lot more than that.

This. You're overlooking the simple answer here. If you know who you're sending your file to just grab their public key and encrypt your file using that.
