You talking about Peralta's pine tar glove? From what other mangers including Madden are saying, it seems like it's something that's common practice among pitchers. There really hasn't been any proof that including pine tar on the ball will give the pitcher an advantage. It's one of those things that, while against the rules, largely goes unnoticed and unpunished; kind of like speeding one mile over the speed limit. It's technically against the law but good luck finding a cop that's gonna enforce it. What this is gonna do is just open the flood gates for frivolous suspensions/fines/etc...
