Generally speaking, the way the country is set up is grand. We have a great government. I just don't like the climate. There's no time to use MAD when you have an ICBM coming AT you and you have no way to get your's off in the amount of time it takes for that shit to get to you. Also, it's not easy to convince someone to just weld a nuke to something.

Except that has a billion holes to it; it means having a nuclear bomb in a major target waiting for the case when you need to det it. Your operatives could be dead or caught loooooooong before you need the and actually smuggling a warhead into the US isn't an easy task, not to mention actually keeping it hidden. Again, you're a fucking idiot if you think Pakistan can compete for MAD. A good ICBM with counter-countermeasures in it is way more reliable than any sleeper cell. Patriot Missles have a 20% success rate, so ICBMs are very hard to stop. Having a sleeper cell with a nuke in a country, however, is no small matter.
