Water vapor is a product of many combustion reactions, including jet fuel, and comes spewing out as exhaust. Clouds are made of water vapor. Where's the conspiracy? If they were going to use chemicals on the population, I'm pretty damn sure they wouldn't use a chemical that simply condenses and forms a cloud thousands of feet above where humans live, because that isn't covert and the dispersion isn't effective if the chemical just forms clouds instead of spreading out and falling to Earth.

No, for water vapor to form they would have to be flying at very high altitude, these trails are seen at low elevations where this phenomenon is impossible.

As long is the temperature is close to the dew point a contrail could be formed at any altitude.
