What is in "cannabinoid free" potpourri?

After the recent cannabinoids and RCs ban, my friend is still smoking spice, this stuff that claims to be "cannabinoid free." Yet when smoked, it still gets you high? Wtf how can this be cannabinoid free?

So what's in this stuff? It's called "cannabinoid free potpourri" and I guess my local smoke shop has it... but I can't figure out what's in it. How can it be cannabinoid free and still get you high?
