I totally recommend it for those who enjoyed the other two postal games.

the game is sorta shittier,

also i got the game in russian, so all text is english, but all audio is english with russian audio on top of it.

so i cant stand the russian and i dont feel like re downloading english, so i dont play

I heard it's horrible compared to Postal 2, with so many bugs it's almost unplayable. I mean 2 was pretty buggy but the bugs were lulzy and at least playable, everything I've heard about 3 is that it's garbage unless they patched it somehow...

Yeah its buggy, but there's good path and bad path.
The lulz comes mostly from the dialog, and yeah. postal 2 was better, but i still think its worth a play through.

It is basically exactly the same quality as Postal 2. The only difference is the people who played Postal 2 are no longer 13 years old, so it's not as charming (ha) as it once was. Postal 3 has exactly the same atmosphere and yeah it's buggy, but not unplayable. It's as faithful as another Postal sequel could be.

Anyone talking shit probably hasn't played it or even watched gameplay videos. If you like Postal 2, you'll like Postal 3. If you liked Postal 2, it's going to be hit or miss.
