Sorry, wrong...you need all three tracks. That's why it's so damn hard to find a magnetic stripe reader/writer or ID printer with built-in encoder that can actually encode all three. Most of them are 1/2 track encoders, and a lot of the Chinese suppliers lie on their ads and try to sell 2-track encoders as 3-track.
Most gift cards with PINs work on a central server system...you wouldn't need a PIN if you were swiping a gift card right at the cash register, as you've got the card right there in hand. PINs are there mostly so when you make a purchase online, you can prove that you own the actual, physical card with the PIN printed on it.
There's a common scam (best around holidays) where crooks take a stack of gift cards from a store, write down all the card/PIN numbers, and either replace the scratched-off PIN area with their own sticker, or just remove it completely and hope customers don't know better. Then they put the cards back in a display at the store, and check them regularly online until a balance shows up (a customer paid for it), and use it quickly to buy stuff illegally.
