Snooping on the police

Hypothetically, if someone wanted to listen in on British police radios, what would that someone want to do? I'm talking hardware, frequencies, and who to social engineer for codes.

And what are the legalities?

I've wanted to know this for ages btw its a better idea to say how do police do this etc just for knowlegdes sake than put hypotheticaly infront
