Why aren't mentally handicapped people neutered?

Cats and dogs are expected and often forced to be neutered to prevent them from reproducing as well as to make their behavior more manageable. It is also cruel to let an organism keep their reproductive system when you have no intention of ever letting them mate or experience an orgasm.

So why do we let the retarded keep their reproductive system? It is obviously not smart to let them reproduce, I mean its already crime but that won't stop criminals/rapists. Not to mention, these people still think they'll meet that guy/girl who will look past their retardation and fall in love with them. It is just cruel to allow them to think that, when its a crime for them to have sex.

Explain why we shouldn't neuter these people.

Nah, I'm not trying to make you look like a neo-nazi, that's something I preserve for the actual neo-nazis (and the closet-neo-nazis as well), what I'm trying to convey is that we should be extremely careful with something like this, and I think your proposal smells like we'd end up on a very slippery slope.
The problem is that back in the days we actually did sterilize the "idiots" (that's what they were called even though the word is used incorrectly), and we did it surgically.
Something like that is obviously a gross violation of their basic human rights, and luckily we got wiser, or at least a bit more humane.
If we start perceiving a certain demography that hasn't consciously chosen to belong to that demography as less worth, it's a step in the wrong direction, if the word "devolution" meant the opposite of evolution, this'd been a perfect time to use it.
They might not contribute to society to the same degree you and I do, but do they need to? Here's how I see it:

I can't be arsed to find out whereabouts you live, but more importantly I don't really feel I have the right to run a scan on you without your consent only to bring up an argument, so please allow me to assume you live in a relatively wealthy country as most of us here does.

Lastly; where I live professionals take care of the various needs mentally handicapped people might have, with or without government approval, and we don't have a clusterfuck of retards running around (retards come in clusterfucks, just like birds come in flocks) so there really isn't a problem, but I can imagine a very controlling regime that is incapable of turning the blind eye to one "problem" in certain cases, might very well end up with a whole heap of other problems...
