Yeah, he is assuming in a major way, and assuming wrongly based on the limited information in the video. There's another couple of articles out there with more of the story.

The cop wasn't shooting to kill or to stop. He was shooting in self-defense. The father and the cousin came over and started beating the shit out of him after he went off his motorcycle trying to stop it in time. In other words, they were attempting to beat an already injured and apparently unarmed man to death in a two on one ass-kicking.

Fucker deserved it though. What kind of asshole saves a 4 y/o girl's life?

Chicago has no concealed carry unless you're a form of law enforcement or the likes of it. If it was a normal citizen, they'd either be taking it up the ass for shooting the guy, or they'd be in the hospital in critical condition after getting the shit kicked out of them.
