I have been able to deplete gift card balances to the penny by asking the cashier to charge a certain amount to the card, and then paying the remainder in cash. I advise doing this as soon as possible since gift cards sometimes charge monthly fees on balances after a certain date.

I believe there was a law passed that the cards can't have a diminishing value.

They can but companies have to wait twelve months or something, gotta be prinetd on the card their policies, and they were way rolled baack how fast they could make it expire.
