How would I aquire large amounts of gun powder without being noticed?

iirc, when you buy powders in stores they will take your ID and put your name on a database. Sort of like how they regulate sudafed sales, except I don't think there's a limit on how much you can buy of powder.

if I was to write a story id proberly find a chemical supplier in china and have it shipped over inside batteries or flour bags but im not sure since im not writing a story on it but if i were id know that you can get any chemical from china by the barrel load so my character would approacch that angle
