i'm questioning your logic here. are you worried about stealing one yourself because you believe it to be morally wrong or because you're worried about getting caught. because either way, without people buying stolen goods the goods would not get stolen in the first place. the courts recognize this fact and its why more often you would be penalized harder for receiving the goods than if you stole them yourself. basically as the consumer you are ultimately responsible for the procurement.

anyway, something i should point out in this fred. over here disabled parking permits have serial numbers on them. the traffic wardens can easily type this number into their handheld devices and check on the spot if the permit matches the vehicle. they often do this and will definitely do this if a permit is recently reported as stolen in the area. i'm pretty sure they do it anyway as they are well aware of forgeries and people lending them to friends etc.

a quick google shows that US permits seem to have a number on them too, so i'm guessing its no different.



i think you'll find getting caught using a fake/stolen one to be a lot worse than if you just parked in the same place without one. but its your choice.
