I know for a fact, that Fred Meyers does this. If a person tries a receiptless return, and is rejected due to 'not enough time passing by since a previous receiptless return', that failed attemp will actually count as a receiptless return on that date. In other words, if a person waits just under 180 days, and gets rejected for a receiptless return, they have to wait another 180 days until they can do it again. It's BS.
Is it that way at Target? My friend has been having trouble trying to return toothbrush heads.

The failed attempt may be logged in the computer, but it shouldn't count against your friends id. Tbh, the computer does not store much information. When you buy beer, or return something it only records your birthday,name,and license number. And if you swipe a credit card the computer can pull up all the purchase history from the past 90 days. That's about it.
