a block of IR leds are easy ,simple and cheap to build. Imagine if you have a coat and a hat full of ir leds

I'm interested in the hat but say LP was actively monitoring the cameras, wouldn't they watch someone more closely if they saw that flash of light that shows up when one is wearing that hat?

Could be useful for a lot. Like car theft, for example. Some cameras at stoplights now have facial recognition software.

Yes it would.

Take a camera any camera and a tv remove and press any button and point it to the camera and see a bright light

it wont be as bright as a IR LED that you can get in maplin or radioshack
but it will show you an example.

Most cameras are vulnerable to this

Here's an easier way, avoiding routes with it all together if on a 'night op' type crime, spfx masks, hats, glasses and stuff like that for inside shops and banks. For most situations, the best bet is knowing where it is and avoiding it completely if you can, that's the best bet. For example, most shops have cctv out front, a lot of public park routes have it, car parks have it, so avoid passing by or through these areas.
