Guy Found 2 ssn's what to do?

So in a story a man bought something legally and about 9 months later discovered a fold tucked away in the "item" in this fold were 2 ssn's, w-2's and pretty much a gold mine of personal information including DOB that matched. What exactly would be the safest and most efficient way for a rookie to take advantage of this?

Sell it to a felon, mexican or someone who can't work under their current name...they go for a fair amount of money, I've known people to sell them for $1,500 with maybe $500 down and the rest in payments as they work.
