Yeah - basically all the heroin is smuggled in. Not real easy to just hop on a plane to a country where no one knows you or speaks English and buy a bunch of drugs that are probably still illegal. The risk of getting robbed / scammed / ransomed in some shit-hole country, plus the cost of going to the shit-hole country, plus needing a passport (no probation / parole people), plus having to get the drugs back through customs makes it pretty impractical - if you do get caught I think it's automatically federal and like 20-life.

It is, anything involving bringing anything into the USA that isn't supposed to be here, fucking with currency, doing things across state lines (transporting minors for sex, stolen property), and fucking with the securities markets/banks is federal jurisdiction. It'd be a bad idea to go to a third world country where you have no connections and have no fluency in the native customs/language looking for drugs to smuggle into the United States.

They're not as easy to get anymore. Most countries are catching on, and the majority of countries that you would ever want to go to don't allow some random tourist to buy Scheduled Drugs anymore. I read a blog where a couple went to cambodia about 3 months ago and was planning on getting morphine pills. The pharmacist said that country-wide, all pharmacies were cutting down on the sales of scheduled substances and if they had come 3 months ago, then she could have written them a script for dillies, opana, morphine, no problem.

You sure as fuck can't get legit painkillers in most places in mexico, most central american countries have caught on as well. You can get codeine in almost all central/south american countries, but is that really worth the effort?

Lots of people say Mexico but I heard from some people you cant even get Vicodin anymore, just Viagra and bullshit.

You can't get jack shit from mexico unless you go way down south where at that point it wouldn't be worth the time and effort. Some pharmacies do still offer ketamine but those are hard to find and you're pretty likely of getting ripped off. If you're really curious, I'd try countries like:

Nicaragua
Ecuador
Bolivia MAYBE

If you were really interested in doing this you might as well save your time, money and effort and go down to Costa Rica/Nicaragua, buy a shit ton of codeine (it's OTC, just go to a shady pharmacy) ship it back up to the United States, extract the codeine from the 1000's of pills you got then hydrogenate your codeine to DHC, then oxidize your DHC to hydrocodone. You could make mad money off pure hydrocodone powder I bet.
