Some people build up a lot of potential energy simply because they don't have the confidence to put themselves out there. But then there are people who hate being nudged. What kinds of things does she like to do? Maybe you can take an interest in her activities (or if she has none, become active in her interests) to help her out of her shell.

She works, goes on tumblr all day, and visits her hometown about once a week to hang out with her friends. And when they hang out they do things like sit around talking for hours trying to think of something to do, and then drive to places like target and sit in the parking lot. She also likes to sit out side in the driveway. And that's about it.

I tend to agree with Zanick. She sounds insecure, or possibly too self conscious to do anything she feels might make her look stupid somehow. There's also the possibility that she resents you not wanting to do the things you two used to do together and thinks your encouragement is more like you're 'picking on her' for being lazy. Either way, it sounds like it might be time to look for someone more compatible.
