So i've been flipping through the APA manual to decide whether this situation was a foul or not, and i've yet to find a clear ruling on this.

A fairly simple scenario: my opponent combinations one of his balls into his own, pockets it, and then without any intention or mention, he pockets one of mine after his own.

From what i've read, it's sportsmanlike to announce any sort of safety/defensive shot. I do not see how in any way shape or form pocketing one of your opponents balls, unless clearly as strategy, cannot result in a foul, and ultimately the end ones turn.

Written and defined rules would be appreciated.

Dont have any written rules but for as long as I've been playing as long as you hit your own ball first and sink one of your own then you keep your turn.

Fouls:

Hitting an oppenents ball(s) with the cue ball on first impact of the cue ball, except with the first shot following any foul.

Potting any opponent's ball, except with the first shot following any foul.

Following any foul the offending player loses their next visit to the table, giving their opponent two consecutive visits to the table.

You may have some localized rules, but the situation described in your post is definitely a foul. It would be here in England anyway!
