Most mechanics have a little flexible grabber thing to reach screws or bolts dropped into inaccessible places. They should be able to get it out with that, so no need to take the seat out.

A place will probably do it for free if you buy something off of them.

If the seat does need to come out, just borrow a couple of spanners/wrenches off a friend and do it yourself - it'll only take a couple of minutes.

Jesus, how much do pills cost where you live? They're what, £1-3 each?

Oh right. In the UK when people say pills they exclusively mean ecstacy.

This is the tool that you want. Most auto shops will have them.

Why not get a stick and put a piece of gum on it? or something else sticky?

This.

...and if I had to guess, I would say it's probably 12,13,or 14mm bolts.

Take the bolts out and see of you can tilt the seat enough get your hand under there and grab whatever you please.
