Indeed, and it wouldn't even be racist if they weren't ignorant of American norms. Those are tribal people of an undetermined racial and geographical origin. It is the modern African-American black who has a stereotypical fondness for fried chicken. Even if we assume that the primitive peoples in that commercial are of (or intended to portray) Sub-Saharan African ancestry, which the majority of African-Americans are, that is still not indicative of anything since the traditional inhabitants of sub-Saharan African do not have a history of consuming fried chicken, certainly not Kentucky Fried Chicken. The peoples of sub-Saharan Africa are far removed from their genetic counterparts in the USA. What this advertisement displays is the story of a young Korean male being lead to his death by his tribal captors. He uses the magic of the almighty Colonel Sanders to aw fuck it I'm not even going to type anything anymore, I'm too god damned tired.
